Owning a Delhi plot and being allowed to build on it are two different things. In Delhi the most expensive mistake is to confuse ownership with permission. Sealing is the outcome that makes land use non-negotiable in Delhi. Construction that runs ahead of its sanctions, on the wrong zone, in unregularised colony land, or on habitation land that never had building approval, can be sealed regardless of how genuine the ownership is. A buyer who valued a plot for a use the plan forbids has not bought an opportunity; they have bought an exposure. The protection is to make the zone check the first question, not the last. Establish the master plan zone and the regime for the exact plot, confirm what change of use is possible and what it would take, and factor any regularisation or sealing risk into the price before you agree it. In Delhi, the record tells you whether you may own; the master plan tells you whether owning is worth anything for your purpose.
