Yes, no restrictions for Himachali agriculturists

Himachal Pradesh is highly restricted.

Agricultural land anywhere in the state requires prior government permission under Section 118 of the HP Tenancy and Land Reforms Act, 1972. This applies equally to all non-agriculturists, including Himachalis.

A Himachali agriculturist can purchase any class of land (agricultural, horticultural, rural undeveloped, municipal residential or commercial), without seeking Section 118 permission. State land-ceiling caps and CLU rules for conversion still apply.

If approved, permission comes with end-use conditions. The land must be put to the approved use within 2 years (extendable by up to 1 year). Decisions typically take 6 to 12 months.
