What is Mutation in Jammu Kashmir?

Mutation (Dakhil Kharij or Intiqal) is the revenue process of removing a previous owner's name from the land record and entering the new owner's name in its place. It is governed by the J&K Land Revenue Act Svt. 1996 and attested by the Tehsildar or Naib Tehsildar.

Mutation applications in J&K are submitted offline at the Tehsil office. Status can be tracked online on landrecords.jk.gov.in after the Mutation Module was launched in July 2023. Have the registered sale deed, Khasra number, and identity proof ready.

Common Issues With Mutation in Jammu Kashmir

Incomplete or incorrect mutation is the root cause of most J&K land purchase disputes.

Mutation submitted but not attested
An application filed at the Tehsil office is not a completed mutation. Until the Tehsildar signs the attestation order, the Jamabandi still shows the old owner's name. Sellers sometimes present a filed application as proof that "mutation is done."
Fix: Check the LRIS portal for an attestation date under the mutation section. Filed without attested equals incomplete. Do not pay until you see the attestation.
Mutation does not convey title
Under J&K Land Revenue Act Svt. 1996 and confirmed case law, a mutation entry is a fiscal record for revenue purposes. It does not create or extinguish property rights. A fraudulent mutation in someone's name does not make them the legal owner.
