Two documents. A deed proves the sale happened. Mutation makes the revenue records say so too. Until it is done, the old owner's name stays in the record. Banks look at that. The Sub-Registrar looks at that when the next sale is filed.
Here mutation does something extra. The 1965 Regulation only allows land transfers between eligible native Scheduled Tribe islanders. So the Revenue Department will refuse mutation if the receiving person was ineligible. The deed might exist; the record will not change. That buyer ends up with paper that the government system simply does not acknowledge.
