What the Property Card records
Definition
The Property Card is the record of rights for plots within city survey limits: the CTS number identifying the plot, the holder and area, the tenure under which the land is held, and the entry-wise history of changes, maintained by the City Survey office under the same land records machinery as Mahabhulekh. Digitised card viewing is available where rollout has reached; certified copies issue from the City Survey office.
Read it like an urban Satbara. The holder entries carry the ownership story; the tenure line matters more than newcomers expect, since city land held on lease or under conditions behaves differently from freehold at redevelopment and transfer time; and the mutation entries down the card are the plot's changelog, each one traceable to its document.
Flat buyers meet the card indirectly but importantly: it records the land beneath the society or building, and redevelopment, conveyance to the society and title clean-ups all run through what it says. A society without conveyance shows the builder or original holder still on the card, which is exactly the situation conveyance proceedings exist to fix.
The rural-urban boundary is administrative, not intuitive, and it moves as city survey extends. Establish which regime governs a given plot before reading anything; the wrong document proves nothing anywhere in Maharashtra, and the right one is a counter visit away.
