HMDA Development Permission is the formal sanction issued by the Hyderabad Metropolitan Development Authority for layouts, group housing schemes, multiplexes, high-rise buildings and other large projects under the HMDA Act, 2008 and Telangana Building Permission and Self-Certification System (TS-bPASS) Act, 2020. The permission is issued in two stages. A Tentative Layout Plan first, after the AI scrutiny clears your drawings and you pay the fee. Every approved HMDA layout carries a unique Layout Permit number, the LP number, in the format LP No. 000123/HMDA/LO/2024. That number is the single anchor a buyer must check.

The Hyderabad Metropolitan Development Authority covers seven planning zones, including Ghatkesar, Medchal, Shamshabad and Shankarpally. The Metropolitan Commissioner signs off on the Director's recommendation. From late 2025, every fresh DP, LP and group-housing application is filed through BuildNow, and TG-bPASS stopped accepting new submissions on December 15, 2025. Older approvals stay valid; only the filing route changed.

State-specific note: HMDA layouts must mortgage 15% of plotted area with the local municipality. That mortgage releases only after roads, parks and amenities are physically built and the District Level BuildNow Committee certifies it.

How to Get HMDA Development Permission in Telangana

Two paths exist. New applications and most amendments file online through BuildNow, with HMDA acting as the approving authority. Field inspections, mortgage releases and a few legacy queries still need a visit to the HMDA office in Ameerpet. Have your sale deed, link documents going back 30 years, EC, latest property tax receipt, FMB sketch, and architect-signed drawings ready before you start.

Common Issues With HMDA Development Permission in Telangana

Every HMDA DP carries the same anchor fields. Read them once, match each one against the seller's drawings.

LP number does not load on HMDA public search
Sellers print impressive-looking PDFs with fake LP numbers. The number simply does not exist on the [dpms.hmda.gov.in](http://dpms.hmda.gov.in) search.
Fix: Stop the deal at this point. Ask the seller for the file number and run both LP and file number through Online DPMS at [hmda.gov.in](http://hmda.gov.in) .Planning.aspx in your presence.
Phase 1 LP shown for a Phase 2 plot
A real fraud documented on Indian Real Estate Board: developers show a valid LP for an earlier phase while selling plots from a later phase that was only "applied for".
Fix: Confirm the survey number on the sale deed appears in the LP layout drawing. Different phases mean different LPs.
Survey number mismatch
Your sale deed shows Survey No. 332. The HMDA LP covers 331 only. Sellers say "nearby only, same approval". Approval is valid only for exact survey numbers listed on the LP.
Fix: Match every survey number digit by digit. Pull the Bhu Bharathi cadastral map and overlay it on the HMDA layout. One number off equals not approved.
Plot sits on mortgaged 15% or open space
Layout owners can only sell 85% of plotted area. The remaining 15%, plus 7.5% park and 1% utility space, is locked. Some sellers quietly offload plots from this restricted band.
Fix: Cross-check the plot number against the mortgaged plot list in the sanctioned proceedings. If listed, walk away.
LP issued but ground development incomplete
Tentative LP is given on paper. The Final LP only issues after physical roads, drainage, parks and electricity are in place.
Fix: Visit the site. No black-top road, no streetlights, no water lines? You are buying a Tentative LP at Final LP price. Negotiate hard or wait.
Plot in FTL, buffer or Conservation Zone
HMDA does not approve layouts in Conservation Zone or within Full Tank Level limits of lakes. Some old LPs touch buffer zones.
Fix: Pull the HMDA Master Plan 2031 layer and the Hydra FTL Map. If any boundary of your plot falls inside FTL or 30-metre buffer, treat the LP as compromised.
