This calculator applies CGDCR 2017 — the Comprehensive General Development Control Regulations that govern the whole of Gujarat — to your plot, as AMC/AUDA, GMC and GUDA each read it. Ahmedabad and Gandhinagar sit in one urban area and share one rulebook, so they share one calculator — but not one table. AMC/AUDA and GUDA's non-GMC area read Tables 6.5 and 6.7 and work the same way as each other; Gandhinagar's GMC core reads Table 6.6, which has no FSI mechanism at all for most zones. Choosing the authority is therefore the first thing this page asks, not a detail.

What fixes your FSI

The zone code does, on its own. Table 6.5 for AMC/AUDA and Table 6.7 for GUDA give each zone a flat base FSI, a chargeable ceiling and a maximum — Residential Zone I at 1.8 base and 2.7 maximum, the Central Business District at 1.8 and 5.4 — with no road-width axis anywhere in the table. Road width instead sets the height ceiling (Table 6.23) and the front margin (Table 6.24), which is a genuinely different mechanism from the one Maharashtra's UDCPR uses.

The chargeable half is bought, not granted: 30% of the Jantri rate since the 13-04-2023 amendment. Switching the Premium tier on shows what the same plot yields with it and without, so the extra floor area is visible against what it would cost to unlock. Where a zone's chargeable column reads Nil, there is nothing to buy and the control says so.

The three authorities, and why GMC is not like the other two

AMC/AUDA and GUDA (Non-GMC) share an engine shape: zone to FSI, road width to height, road width and plot size to margins. Gandhinagar's GMC core does not. Its Table 6.6 embeds the height cap and the ground coverage directly against the zone, the plot-size band and — for Commercial Zone I — the sector number, so the envelope comes out of geometry rather than a floor-area budget, and there is no premium FSI to purchase.

A few GMC zones have no margin figures in the primary text at all: Residential Zone II below 330 m² is a literal "N.A." in Tables 6.28 and 6.29. The calculator refuses those rather than interpolating a plausible number, because a confident wrong setback is worse than no answer.

Overlays that can change the answer

Three sit on top of the base entitlement in AMC/AUDA. The Transit Oriented Zone (§8.3) replaces the zone's FSI with a flat 4.0 rather than adding to it. Residential Affordable Housing (§8.2) caps eligible plots at 2.7 and prices the chargeable part on Table 8.2's unit-area schedule instead of the general rate. Heritage TDR (§7.6) is Core Walled City only. The Tall Building premium (Ch. 12.4) is statewide, and this page reads its eligibility off the massing you have actually built rather than a separate typed-in height.

Worked example: 15 × 20 m plot on a 12 m road

What this calculator returns for a 15 × 20 m plot on a 12 m road in AMC/AUDA's Residential Zone I, built as a one- or two-unit dwelling, on the basic tier with no Premium FSI or Transit Oriented Zone. Ahmedabad-Gandhinagar FSI questions

What is the FSI in Ahmedabad-Gandhinagar?

Ahmedabad and Gandhinagar both build under CGDCR 2017, Gujarat's single statewide development control regulation, but the number depends on which authority holds the plot. AMC/AUDA reads Table 6.5, GUDA's non-GMC area reads Table 6.7, and both give a flat base FSI per zone code — 1.8 in Residential Zone I, for instance — with a chargeable allowance on top. Gandhinagar's GMC core is different again: Table 6.6 sets height and ground coverage directly and gives most zones no FSI figure at all. For the worked example above — a 15 × 20 m plot on a 12 m road in AMC/AUDA's Residential Zone I, built as a one- or two-unit dwelling, on the basic tier with no Premium FSI or Transit Oriented Zone — the achieved FSI is 1.80, giving 5,813 sft of built-up area.

Why does road width not change the FSI here?

Because CGDCR does not use it that way. Unlike Maharashtra's UDCPR, where the road a plot faces moves the FSI table itself, CGDCR fixes base FSI on the zone code alone and uses road width for two separate things: the height ceiling in Table 6.23, and the front margin in Table 6.24. A wider road on the same zone buys you height and floors, not entitlement — which is why the calculator asks for both and reports them separately. On the example plot Table 6.23 allows 3 floors within 9.0 m.

What is Premium or chargeable FSI, and what does it cost?

Each zone row carries a base figure and a chargeable ceiling; buying the chargeable part takes the plot to the row's maximum. Since the 13-04-2023 amendment it is priced at 30% of the Jantri rate for the land, down from the 40% that applied from 2017. A zone whose row reads Nil cannot buy it at any price, which is why the Premium toggle goes inert rather than doing nothing on those zones.

What does the Transit Oriented Zone (TOZ) change?

TOZ under §8.3 sets a flat 4.0 FSI ceiling — and it replaces the zone's own entitlement rather than adding to it, which is the opposite of how the Tall Building premium works. So it is a gain on a 2.7-max residential zone and no gain at all on the Central Business District, whose own maximum is 5.4. It applies in AMC/AUDA only, never to industrial zones, and the calculator models the entitlement rather than checking whether your plot is actually on a notified corridor.

How is Gandhinagar's GMC area different?

GMC's Table 6.6 has no FSI concept for most zones. It states a height cap and a ground coverage directly, keyed to the zone, the plot-size band and — for Commercial Zone I — the sector number, so the buildable envelope falls out of the margins and the height rather than out of a floor-area budget. There is no chargeable FSI to buy and no premium tier, so the calculator hides those controls for GMC instead of showing ones that could not apply.

What setbacks apply to a plot here?

Outside GMC, the front margin comes from Table 6.24 by road width, and the side and rear margins from Table 6.26 — by plot size for a one- or two-unit dwelling, and by building height for everything else, with a flat 3 m concession on plots of 750 m² or less below 25 m. GMC has its own separate tables, 6.28 to 6.39, which is why the two read differently for identical plots. On the example plot they work out to 3.0 m at the front and 1.5 m (rear 2.0 m) at the sides and rear.
