It reads the building rules of the city the plot is in — not a national average — so the answer is the one your sanctioning authority works to.

FSI (Floor Space Index) and FAR (Floor Area Ratio) are the same ratio under two names: permissible floor area divided by plot area. Built-up area is what that ratio comes to on your plot in square feet. A plot with FSI 1.5 and 2,000 sft of area carries 3,000 sft of built-up area — provided the building still fits inside the setbacks, which on smaller plots is the real constraint.
Each state and authority writes its own development control regulation. Pune builds under UDCPR 2020, Bengaluru under BDA's RMP 2015 tables, and Hyderabad under HMDA's GO 168 — which prescribes no FSI at all and works through setbacks and height instead. A single FSI number would be wrong in at least two of those three cities, so each has its own page and its own engine here.
