This calculator applies Surat's building rules to your plot: CGDCR 2017 — the Comprehensive General Development Control Regulations that govern the whole of Gujarat — as SMC and SUDA sanction it, including the zones added by the 13-09-2022 amendment. Surat shares its rulebook with Ahmedabad and Vadodara but not its numbers: Table 6.8 is its own, and it is the one that moved most recently. It is also the only table in Gujarat with two separate 200 m road-bonus tiers, which on a Residential/Commercial plot is usually what decides the answer.

What fixes your FSI

The zone code does, on its own. Table 6.8 gives each zone a flat base FSI, a chargeable ceiling and a maximum, and there is no road-width axis anywhere in it — road width instead sets the height ceiling (Table 6.23) and the front margin (Table 6.24). That is a genuinely different mechanism from Maharashtra's UDCPR, where the road a plot faces moves the FSI table itself, and it is the single most common thing to get wrong by analogy.

The chargeable half is bought rather than granted: 30% of the Jantri rate since the 13-04-2023 amendment. The result panel shows the FSI achieved alongside the ceiling the same plot could reach, so what more is available — and what would unlock it — is on screen rather than implied.

The two 200 m bonus tiers

The Residential/Commercial zone carries a higher chargeable and maximum FSI within 200 metres of a qualifying wide road, and Surat is the only place in Gujarat where there are two such tiers rather than one: 1.8 chargeable and a 3.6 maximum within 200 m of a 36 metre road, 2.2 and 4.0 within 200 m of a 45 metre one. That is why the band control on this page is a three-way choice where Vadodara's is a simple yes or no.

The band is your declaration. No road-centreline data is sourced for this, so the tool cannot verify it for an address; check it against SMC's own development plan before relying on the figure.

The 2022-amendment zones

Notification GH/V/125 of 13-09-2022 added five zones to Table 6.8 and rewrote a sixth. The High Speed Rail Corridor CBD node carries the highest ceiling in Surat's table at 5.4; the Kamrej-Palsana Corridor reaches 4.0; Logistics Park, the Obnoxious and Hazardous Industrial zone and Public Purpose fill out the rest. The ring-road residential zone's base moved from 0.6 to 1.8 in the same amendment, which also retired the special sub-rate that used to price its chargeable FSI. All six are current here.

Surat FSI questions

What is the FSI in Surat?

Surat builds under CGDCR 2017 as SMC and SUDA apply it, and the FSI comes from Table 6.8 by zone code alone. The Residential/Commercial zone carries a base of 1.8 and a maximum of 2.7 before any bonus; the ring-road residential zone carries 1.8 base and 4.0 maximum since the 13-09-2022 amendment rewrote its row. Road width does not enter the FSI table at all — it sets the height ceiling and the front margin instead. For the worked example above — a 15 × 20 m plot on an 18 m road in Surat's Residential/Commercial zone, built as a one- or two-unit dwelling, on the Premium tier and within 200 m of a 45 m road — the achieved FSI is 4.00, giving 12,917 sft of built-up area.

What are Surat's two 200 m bonus tiers?

Table 6.8 gives the Residential/Commercial zone a higher chargeable and maximum FSI for plots within 200 metres of a qualifying wide road — and unlike anywhere else in Gujarat, it gives two of them. Within 200 m of a 36 metre road the zone reads chargeable 1.8 and maximum 3.6; within 200 m of a 45 metre road it reads 2.2 and 4.0. Most published copies of CGDCR leave the two tiers sharing one ambiguous footnote; the as-gazetted notification states the road width inline against each. Which band your plot is in is a declaration you make here, since the tool checks no corridor geometry. On the example plot the 45 metre band works out to 12,917 sft over 8.3 floors within 27.0 m.

Which zones did the 2022 amendment add in Surat?

Notification GH/V/125 of 13-09-2022 added five: Logistics Park, the High Speed Rail Corridor CBD node (base 1.8, maximum 5.4 — the highest ceiling in Surat's table), the Kamrej-Palsana Corridor, the Obnoxious and Hazardous Industrial zone, and Public Purpose. The same amendment rewrote the ring-road residential zone's row, moving its base from 0.6 to 1.8 and retiring the two-tier sub-rate that used to price its chargeable FSI. How much does Premium FSI cost in Surat?

The chargeable portion of a zone's entitlement is priced at 30% of the Jantri rate for the land, the figure that has applied since the 13-04-2023 amendment replaced the original 40%. Switching the Premium tier on here shows the extra floor area it buys against the basic tier. Zones whose chargeable column reads Nil — Gamtal, the Recreational and Educational zones, the hazardous industrial zone — cannot buy it at any price, and the control goes inert rather than doing nothing.

Does RAH or the Transit Oriented Zone apply in Surat?

No, and that is a confirmed absence rather than a gap in this tool. Table 6.8 carries no Residential Affordable Housing row, Heritage TDR is scoped to Ahmedabad's Core Walled City by CGDCR's own chapter title, and §8.3's Transit Oriented Zone mechanism is scoped to AUDA. The Tall Building premium under Chapter 12.4 is statewide and does apply, so it is the one overlay this page reports on.

What setbacks apply to a Surat plot?

The front margin comes from Table 6.24 by road width, running from 2.5 m on a road up to 9 m to 9 m on the widest roads. The side and rear margins come from Table 6.26: by plot size for a one- or two-unit dwelling, and by building height for everything else, with a flat 3 m concession on plots of 750 m² or less that stay under 25 m. Tables 6.25 and the common-plot rule add the distances between separate buildings on the same plot. On the example plot they work out to 6.0 m at the front and 1.5 m (rear 2.0 m) at the sides and rear.
