How to Check a Gaokar in Goa — Complete Guide 2026
A Gaokar Status Check Goa confirms whether the buyer or seller is a Gaokar, a hereditary member of the village Comunidade listed in the Tombo register. Only Gaokars can construct in High Tide Zones under CRZ-III provisions. Non-Gaokars face a total construction ban in HTZ. Verify before buying coastal land.
What is a Gaokar in Goa?
Definition
A Gaokar (also spelled Gaunkar, Gauncar) is a hereditary male descendant of the original founding settlers of a Goan village, recognised under the Code of Comunidades, 1961. Articles 20-29 of the Code define Gaokar membership. The Tombo register, maintained by each village Comunidade, lists every recognised Gaokar with genealogical proof of patrilineal descent.
Gaokar status is automatic by birth: a male child of a recognised Gaokar becomes a Gaokar at birth. Article 3 of the Code identifies four classes of Comunidade members: members by birth (joneiros or zonkars, who are Gaokars); shareholders; combined members and shareholders; and participants. Gaokars are the core decision-making class. They vote at the General Body, hold preferential rights to Aforamento, and receive zonn (a share of Comunidade revenue) under Articles 230-237.
For coastal-property buyers, Gaokar status carries one specific privilege under the CRZ Notification, 2019: traditional Gaokars may repair or reconstruct existing customary dwellings in High Tide Zones (NDZ areas of CRZ-III). The exception is narrow and personal: it does not transfer with land sale to a non-Gaokar buyer, and does not authorise new construction. Most outside buyers are non-Gaokars and cannot rely on this provision. Sellers who are Gaokars cannot pass their HTZ rights on through a Sale Deed. The HTZ exception is a Gaokar-personal right, not a parcel right.
How to Verify Gaokar Status in Goa: Step-by-Step at the Comunidade and Mamlatdar
Two routes for the Gaokar Status Check. The village Comunidade Office holds the Tombo register. The Mamlatdar verifies village residence and genealogy. Carry the seller's genealogy chart, parents' and grandparents' birth and death certificates, and the property file.
