Dakhil kharij is the mutation of the Jharkhand record: the Circle Officer, on a JharBhoomi application, updates Register-II to carry the buyer's name after a sale, inheritance or gift. A registered deed alone does not move the revenue record; this step does. On CNT or SPT land the underlying transfer must already hold the Deputy Commissioner's permission, or the mutation should fail. Two acts sit either side of a sale. Registration, at the sub-registrar, executes the deed and puts on record that a transaction took place. Dakhil kharij, later and separately, is the revenue side accepting that transaction and entering the buyer into Register-II, so that the holder, the land nature and the rent all read to the new name. A deed executed but never mutated leaves the state still billing and recognising the seller.
As a citizen service the flow is straightforward. The buyer files on JharBhoomi with the deed and identity, a case opens at the anchal, the Circle Officer and a revenue inspector look into it, notice runs so any objection can be raised, and an order updates Register-II. Along the way the portal reports whether a case is pending, objected or disposed, which spares the repeated trips to the Circle Office the paper process once demanded.
The distinctive part is the gate. On CNT or SPT land, a transfer counts only if the Deputy Commissioner permitted it beforehand; a registration done without that order is void, and mutation is exactly where the flaw surfaces, because the Circle Officer should not mutate a tribal-land transfer with no permission behind it. A buyer who registered such a deed can find the sale simply unrecordable, and, under the CNT Act, be exposed to eviction. On tribal land, mutation confirms a deal that was already lawful, or exposes one that never was.

Why mutation is where CNT and SPT bite
Mutation is the moment Jharkhand's tribal-land protections take hold in practice. A deed for CNT or SPT land can be executed at the sub-registrar and still go nowhere on the revenue side, because the transfer never held the Deputy Commissioner's permission and is void in law. Digital tracking has made such transfers easier to catch, not easier to slip through, so a buyer who treated registration as the finish line is left with a sale that cannot be recorded and, under Section 71A of the CNT Act, a real risk of eviction. So on any tribal parcel, put the permission first and read mutation as the confirmation that the deal was lawful throughout. Establish that the DC's order exists before registering, lodge the dakhil kharij afterwards, and only treat ownership as recorded once you have read the disposed order and the refreshed Register-II. On ordinary land the sequence is routine; on CNT or SPT land, mutation is the point at which the state checks that the transfer should ever have happened.
