The Annual Statement of Rates is the IGR's published valuation of land and built property by village and value zone across Maharashtra, used to compute the minimum value on which stamp duty and registration charges are levied. Rates are notified per period and looked up through the IGR's online rate services; the figure is a statutory baseline, not a price promise in either direction.
Its mechanics are simple and consequential. When a deed registers, duty is charged on the higher of the stated consideration and the reckoner valuation, so the ASR sets the transaction's tax floor whatever the parties agreed. Buyers who ignore it meet it anyway at the sub-registrar's counter, usually as an unpleasant arithmetic surprise.
As a negotiation instrument it works best as calibration. A quoted price far above the zone's rate demands justification the seller should be able to give, frontage, access, development potential; a price suspiciously below it can flag distress, defect or a structure aimed at duty, and the last of those is a legal problem you'd be purchasing at a discount.
Read the rate with its context: the value zone boundaries, the land's classification, agricultural, NA, urban, and the adjustments the reckoner applies for roads, floors and use. Two plots a lane apart can sit in different zones, and the difference is real money at registration.
