Intkaal: When the Ledger Accepts You
A registered deed makes you the buyer; the Intkaal makes the jamabandi agree. Punjab's mutation is a proceeding, not a stamp: the transfer enters the record's workflow, the Patwari writes it up, notice reaches the village's interested parties, and a revenue officer decides after hearing whoever appears. For a state where the losing party is often abroad and finds out late, the practical law of Intkaal is simple, the hearing happens with or without you, so be present, in person or through papers that speak clearly.
How Intkaal works in Punjab
Definition
Intkaal carries a registered transfer, an inheritance or an order into Punjab's jamabandi: the mutation enters through the registration linkage or on application, the Patwari records it, notice issues to interested parties, and the revenue officer sanctions or rejects after hearing at the village or tehsil. Status is trackable through PLRS, sanctioned entries flow into the next Fard, and current procedure and fees should be verified on PLRS or at the tehsil, as workflows are periodically revised.
Understand the hearing as the system's heart. Co-sharers, recorded cultivators, neighbours, anyone the change touches is invited to object, and the revenue officer's job is to hear the village before rewriting its ledger. For buyers this is protective: whatever claim exists surfaces here at minimum cost. For absentee parties it is the danger zone: an Intkaal you never learned of can be contested, but the cheap moment is the hearing itself, which is why watching the record beats litigating it.
Succession Intkaals carry Punjab's emotional freight. A holding in a late parent's name moves to heirs through the same proceeding, death certificate, heirship, fractions per law, and diaspora families do this well when they do it early, in one coordinated filing with every heir's papers aligned. Done late, it collides with a sale deadline; done raggedly, it seeds the fraction disputes that outlive everyone at the table.
And the finish line never moves: the fresh Fard with the new names in the right shares. The sanction order matters and the receipts matter, but banks, buyers and courts act on the record, so the closing ritual is fixed, pull the Fard, read your entry, verify the fractions and khasras, and file the attested copy beside the deed while corrections still cost a request instead of a proceeding.

An Intkaal's stations
Five stations between deed and ledger.
| Station | Who acts | What can happen |
|---|---|---|
| Entry | Registration linkage or applicant | The mutation exists, numbered |
| Write-up | The Patwari | The change drafted into the record |
| Notice | The revenue machinery | Interested parties learn, may object |
| Hearing and order | The revenue officer | Sanction, rejection, or referral |
| The Fard | The ledger itself | Your name appears, or the work isn't done |
