Definition
Conversion in Punjab runs through the CLU regime: agricultural land within planning areas changes use by CLU permission from PUDA, its regional development authorities or the urban local body, per the master plan's zoning and on the fees current policy prescribes, with layout and building approvals as separate consents above it. PAPRA regulates colonies and their approval; the applicable authority, zone and current fee schedule should be verified with the development authority for the specific site, as policies are periodically revised.
Read the tower of consents from the ground up. The master plan's zone says what uses this land may ever host, and no seller's optimism amends it. The CLU converts a specific parcel to a specific use within that zone, on conditions and fees. Above it, a colony or project needs its licence and layout approval, and construction needs building sanction from the competent authority. 'Converted' honestly describes only the second floor of this tower, and a plot pitched as fully ready should produce paper for every floor, or a price that admits which floors are missing.
PAPRA is the buyer's law to respect. Punjab's plotted periphery contains both approved colonies, licensed, planned, with the promoter's obligations enforceable, and unauthorised ones, sold on stamp paper and hope, where registration itself can be restricted and services arrive as politics, not entitlement. Regularisation schemes appear from time to time, but a purchase priced on a future amnesty is a bet, not a plan. The one question that sorts the whole market: show me this colony's approval, by number, verifiable with the authority.
Verification is unglamorous and total. The CLU order read in original with its conditions and validity; the licence and layout approval checked against the plotted reality; the zoning confirmed at the authority rather than inferred from the brochure; and the Fard behind it all still reconciled, because a perfect permission stack on a defective title is still a defective purchase. Every claim in writing, every number checked at source, and the file complete before the token advance.
