What the government market value of land means

Definition

The market value, often called the basic value, is the government's per-unit rate for land in each survey number or locality, maintained by the registration department on IGRS Telangana. Stamp duty and registration fees are computed on it, or on the deal price if that is higher.

Rates differ by classification and location: agricultural land carries per-acre rates, non-agricultural and urban parcels per square yard, and the same village can hold different rates across survey numbers touching a highway versus sitting behind it.

The higher-of rule is what buyers miss. Declare a price below the government value and duty is still charged on the government value; declare above it and duty follows your price. There is no arbitrage in under-declaring, only legal exposure.

For budgeting, pull the rate early. Duty and fees on top of the deal price are a meaningful percentage, and lenders expect you to know the number.

State-specific note: Market value lives on IGRS Telangana, not Bhu Bharati. Searching the land records portal for it is the most common dead end on the new system.
