How mutation in Telangana works under the RoR Act
Definition
Mutation is the update of the Record of Rights after ownership changes. Under the RoR Act 2025, registration of a sale triggers automatic mutation in Bhu Bharati, while inheritance, succession and court-decree cases are filed with and decided by the Tahsildar.
For a purchase, the sequence is now tight: registration completes against a verified Bhudhaar, the transaction flows into the land records module, and the Pahani should reflect the buyer within days, not months.
Inheritance is the manual path. Heirs file at the Tahsildar with the death certificate, legal-heir proof and the passbook, and the Tahsildar passes orders after verification. The old climb to the Collector is gone, which is why timelines shortened.
Either way, the finish line is the same: the Pahani in the new name and a passbook to match. Until then, the previous holder can still borrow against or resell the land on paper.
