Developer sells plots before receiving final approval

Many developers in Telangana's outskirts market plots on the basis of a "tentative" or "in-process" approval. The LP number they show is a file number, not a final layout approval number. Buyers who pay on the basis of a pending approval have no legal plot.

Fix: Ask for the final LP number, not a file number or application number. Search it on the DPMS or DTCP portal yourself. Pending status means no approval exists yet.

Gram Panchayat approval presented as HMDA or DTCP equivalent

This is the most documented fraud pattern in Telangana's semi-urban and rural plot market. Panchayat sanction letters are shown to buyers as if they are HMDA or DTCP layout approvals. HMDA-mortgaged plot sold without discharge
