The Circle Rate (सर्किल रेट) is the government-fixed minimum property value per square meter, notified by the Delhi Revenue Department for each locality and category (residential/commercial/agricultural). Stamp duty is calculated on whichever is HIGHER: the declared sale value or the Circle Rate. Current Circle Rates are published at revenue.delhi.gov.in.
