Mutation Mizoram is the act of updating the holder's name on the LSC or Patta register after the land has been sold, gifted, partitioned or inherited. It runs under the Mizoram (Land Revenue) Act, 2013 and the Rules made under it.
In most Indian states, mutation is called Dakhil Kharij. Here, the local term is Hmingthlak Dilna, which literally means "application for name change." The deed alone won't change anything on the LSC. Until the Assistant Settlement Officer signs off and the register entry shifts, the state keeps treating the old name as the holder. So buyers who pay first and chase mutation later end up exposed.
Mutation has three common triggers: a sale or gift through a registered deed, partition between heirs, or death of the holder. Each one has its own paperwork. For a sale or gift, a Sale Deed or Gift Deed must already be registered. For death, you'll also need a Heirship Certificate, and the heir signs the application while the LSC holder signature column stays blank. The fee structure isn't a flat number either. The mutation fee runs at 0.5 percent of land valuation for non-inherited transfers, while inheritance carries no mutation fee.
