Question 1

Can outsiders buy land in the Andaman and Nicobar Islands?

Accepted Answer

Non-residents generally cannot buy land here without District Collector permission. Tribal area restrictions in the Nicobar group block outsider purchases entirely, and every sale still needs DC clearance even where it is allowed.

Question 2

What is Form-F and how does it work in Andaman land records?

Accepted Answer

Form-F is the territory's Record of Rights, showing the current recorded owner, land area, and classification for a plot. It is viewable free on the Dweep Bhoomi portal or obtained from the local Tehsildar office.

Question 3

What is Set Apart land and why can't it be purchased?

Accepted Answer

Set Apart land is government-designated land that cannot legally be sold to a private buyer under any circumstance. If Form-F shows this classification, no private sale is possible regardless of what a seller claims.

Question 4

Do foreign nationals need special permission to own property here?

Accepted Answer

Yes. Foreign nationals generally cannot own property without RBI and government approval, and a residential lease is capped at five years. Visiting itself also requires a Restricted Area Permit for most nationalities.

Question 5

What is Land Diversion and when does a buyer need it?

Accepted Answer

Land Diversion is the local term for NA conversion, changing agricultural land to residential, commercial, or industrial use. It is filed on Form A, and construction is not legal on any plot without it first.

Question 6

How do I check plot boundaries before buying land near Port Blair?

Accepted Answer

Use the Bhunaksha-style online survey sketch map available through the territory's land records system, and confirm the boundary with a physical Tehsildar demarcation before relying on the map alone.

Question 7

What does a clean Encumbrance Certificate look like in Andaman and Nicobar?

Accepted Answer

A clean Encumbrance Certificate covers a 30-year history with no recorded mortgages, disputes, or pending litigation on the plot, obtained through the Tehsildar's office using the survey number and village name.

Question 8

Why does unpaid house tax block a land sale in Port Blair?

Accepted Answer

Any property inside Port Blair municipal limits must clear its dues with the Port Blair Municipal Council and obtain a No Dues Certificate before registration, since an outstanding tax record on file will stop the sale from being registered outright.
