UP Bhulekh: The Largest Ledger, Mapped

Uttar Pradesh runs the biggest land-record system on earth, and UP Bhulekh is its public face: the khatauni accounts, the khasra field registers and the live Real-Time Khatauni for a hundred thousand villages. Registration, the certified search and circle rates sit with IGRSUP; mutation runs as the Namantaran proceeding; conversion under Section 80. This hub maps all nine services in a careful buyer's order.

What is UP Bhulekh?

Definition

UP Bhulekh (upbhulekh.gov.in) is Uttar Pradesh's land records portal under the revenue machinery, serving the khatauni, khasra details and the Real-Time Khatauni's live accounts, with certified copies through tehsils and the Jan Seva Kendra network. The registered chain, certified search and circle rates live on IGRSUP; maps on UP Bhu Naksha; mutation and conversion run through the tehsil and revenue-court machinery.

Hold one image: a ledger next door to a courtroom. The ledger is the khatauni, accounts with named holders and stated fractions; the courtroom is the revenue machinery, where every change arrives as a numbered Namantaran case and every dispute waits its turn. UP diligence reads both buildings: the account for what the record says, the case-list for what is being argued about it.

The system's strength is reach with a modern edge: every village's account viewable free, the khasra's field facts alongside, certified copies from a service-centre network that put counters everywhere, and the Real-Time Khatauni converting the old undivided blur into determined shares that update as orders land.

Its boundaries are clean: deeds, the certified search and circle rates belong to IGRSUP; the drawn plot to UP Bhu Naksha; conversion to the Section 80 machinery beneath the master plans; and contested matters to the revenue courts, whose queue is its own fact of life.

State-specific note: The classic UP mistake is buying a fraction as a whole: the shares column read hopefully, co-holders discovered at registration. The account states the arithmetic; believe it before pricing, and count the signatures the fractions require.

UP Bhulekh Uttar Pradesh and IGRSUP: two machines, one file

Revenue and registration answer different questions, and the revenue courts hold a third set. Route each to its machine.

Getting started on the portal

Three keys open everything: the khata, the khasra, and the pairing of holder with father's name.

Khata, khasra/gata, and the father's-name pairing

The khata numbers the account, the khasra or gata numbers the plots, and the holder-plus-father's-name pairing cuts through UP's namesake density. Old papers may speak in gata numbers or pre-consolidation keys; the tehsil's correspondence records translate. Any old receipt, copy or case paper carries enough of these keys to unlock the rest.

The order a careful buyer runs these in

UP rewards a fixed order: account, field, chain, sheet, gates, and only then price, paper and the case.

  1. Read the account, fractions first. The khatauni's holders and shares, its khasra list, its tenure class, and every remark chased to its file. Guide: Khatauni guide
  2. Read the field's diary beside it. The khasra's seasons and possession entries, tested against what your site visit actually saw. Guide: Khasra guide
  3. Run the certified search. IGRSUP's chain across the span the purchase needs, reconciled with the account entry by entry. Guide: EC guide
  4. Match the sheet to the ground. The Bhu Naksha plot walked with neighbours, and any drift surveyed through the tehsil before price. Guide: Bhu Naksha
  5. Settle use and the duty arithmetic. The Section 80 and designation position, and the circle rate the counter will compute against. Guide: S.80 guide
  6. After the deed, follow the case home. The Namantaran by its number to the order, and the amended, certified khatauni that closes the file. Guide: Namantaran guide

Common issues across the portal

Four snags account for most stalled UP files.

The fraction bought as a whole

Shares read hopefully, co-holders met at registration. The column is arithmetic; count the signatures it requires.

A case behind the account

Remarks citing orders nobody read. Every remark has a file; pull it before the advance, not after.

The possession gap

The khasra's seasons naming someone the pitch didn't. Resolve in writing with counsel; possession has weight here.

A Namantaran left mid-journey

Deeds registered, no case or no order. Follow the number to the amended, certified account.

UP Bhulekh Uttar Pradesh: rules buyers should know

Shares are stated, not implied

The account's fractions are the seller's real stake, and the Real-Time Khatauni states them live. Price the fraction that exists.

UP issues the certificate

IGRSUP's certified search is the EC here, twelve years standard, longer on request. Purchases earn the longer span.

Objection means litigation

A contested Namantaran is a revenue case with a queue. Counsel in, payments paused, the order sets the timeline.

The circle rate is the floor

Duty computes on the higher of price and the published rate. Look it up before the negotiation, not at the counter.

Red flag: An Uttar Pradesh seller fluent about the land but vague about the khata number, the shares column, the khasra's seasons or the remarks is vague about the four public facts that decide everything here. The ledger is open; treat reluctance to read it together as the reading.
