Question 1

Is Odisha Capital Region Ring Road land a good investment?

Accepted Answer

Yes, with a clean patta; no otherwise. The bypass lifts value near Rameshwar and the Cuttack industrial belt, but OLR restrictions, temple-endowment land and pending conversion make a verified record of rights matter more than frontage.

Question 2

Is the ring road approved and under construction?

Accepted Answer

Yes. The Union Cabinet approved the 110.875 km bypass on the Hybrid Annuity Model at about ₹8,308 crore, and NHAI has issued the letter of award. Package-I from Rameshwar to Bilipada went to Patel Infrastructure Limited.

Question 3

Which districts and towns does the ring road bypass?

Accepted Answer

It runs from Rameshwar in Khordha district to Tangi, diverting NH-16 traffic around Khordha, Bhubaneswar, Athagarh, Cuttack, and Choudwar. The alignment mainly crosses Khordha and Cuttack districts.

Question 4

Can I buy SC or ST land near the ring road?

Accepted Answer

Not without permission. Section 22 of the OLR Act bars transfer of SC or ST land to others without Sub-Collector sanction, and such sales are void ab initio. The land can be restored to the original holder.

Question 5

Do I need a conversion order to build?

Accepted Answer

Yes. Agricultural Kisam like Chasa or Sarada needs a Section 8(A) conversion order to Gharabari before you build. Confirm the order actually reflects in the Hal Patta and Bhulekh, not just a signed paper.

Question 6

What is temple or endowment land in Bhubaneswar?

Accepted Answer

Large tracts in Khordha and coastal Odisha belong to the Jagannath and Lingaraj temple endowments. Selling such land needs the temple committee and endowment commissioner's sanction, so verify the RoR for any endowment tag first.

Question 7

Is the alignment land already acquired?

Accepted Answer

Yes, along the corridor. NHAI began acquisition from June 2022 for the greenfield alignment. That strip is government-held now, so a seller offering the ring line itself as a buyable plot is offering acquired land.

Question 8

When will the ring road be completed?

Accepted Answer

NHAI has targeted roughly 30 months from the start of work, across three packages. Actual timelines depend on full possession and construction progress, and earlier tenders were cancelled once before the current awards.
