Overview

The Jammu Master Plan 2032 zone check starts with a number that's still moving: the plan area has grown from 652.33 sq km to 777.84 sq km, now covering 350 revenue villages, and final approval remains pending as of early 2026. Jammu Development Authority is preparing it under Section 3 of the Jammu and Kashmir Development Act, 1970, working alongside the Town and Country Planning Organisation. Land-use zoning corrections and boundary alignment with revenue villages are the reasons cited for the delay. Regulatory Red Flags in the Jammu Master Plan Area

JDA's own land records carry a documented encroachment problem that predates this masterplan revision. A 2015-16 Comptroller and Auditor General report flagged massive encroachment on JDA land and criticized the authority for failing to demarcate 7,243 acres. Separately, the Jammu and Kashmir High Court's Roshni land scam proceedings uncovered 784 kanals and 17 marlas encroached in Khasra No. 746 in Village Gole, Tehsil Jammu, land that had been transferred to JDA, along with a further 154 kanals permitted to be encroached upon and converted to commercial use. The court's own words on the matter were blunt: officials had shown "complicity in the illegal acts and criminal offences."

More recently, in February 2026, the High Court fined JDA Rs 50,000 after the authority auctioned a plot in Bantalab that turned out to already be encroached, then retained the winning bidder's deposit for over 15 years without handing over possession. None of this means every JDA plot is compromised, but it means paperwork from the authority alone isn't sufficient proof of a clean, deliverable title.

Growth Areas Under the Extended Jammu Master Plan Boundary

The 2032 revision pulled in a much wider ring than the earlier plan, extending toward Samba, Bishnah, Bari Brahmana, and Vijaypur, areas the original 652 sq km boundary didn't fully capture. Growth in these outer tehsils has already been running ahead of the formal plan, with several villages absorbed into Jammu's urban sprawl before the boundary itself caught up on paper.

The core lesson for any buyer here is patience over speed. Since the master plan itself hasn't received final approval, zonal plans for the newly added villages are further behind still. Land in these extension areas may carry real long-term upside once the boundary is locked in, but buying ahead of formal zoning means buying on a promise, not a notified plan.
