Question 1

What is Puducherry CRZ and how does it apply to my plot?

Accepted Answer

Puducherry CRZ covers the Puducherry region's 24 km coastline within 500 metres of HTL (High Tide Line), plus 50 metres along tidal water bodies including the Ariyankuppam estuary. It is governed by CRZ Notification 2019 and the U.T. CZMP under PCZMA, applicable across the enclave. As of May 2026, the Puducherry CZMP under CRZ Notification 2019 has not received confirmed MoEFCC approval. CRZ 2011 rules continue to govern. Buyers should verify with PCZMA which notification is operative for their specific survey number.

Question 2

How do I check if my plot in Puducherry falls under CRZ?

Accepted Answer

Match your survey number against the approved Puducherry CZMP map on PCZMA's portal. The 2019 plan is in draft after public hearing; the 2011 CZMP (G.O. Ms. No. 18/93/Hg) remains operative until notification. The plot will read CRZ-I, II, III A, III B, or IV. Use 1acre's Premium map layer (https://1acre.in/subscribe) to overlay the PCZMA CRZ boundary on your survey number before approaching PCZMA for a clearance application.

Question 3

Can I build a house near Puducherry beach or the Promenade?

Accepted Answer

Yes for CRZ-II zones, but only on the landward side of existing roads with PCZMA approval. The Promenade beach itself is largely lost to erosion, with the artificial reef and dredged sand restoring sections. Construction on the seaward side is blocked.

Question 4

What is the No Development Zone for Puducherry CRZ-III?

Accepted Answer

NDZ (No Development Zone) in CRZ-III A and CRZ-III B depends on Census 2011 density. CRZ-III A villages (above 2,161 per sq km) get 50 m. CRZ-III B villages get 200 m. Along Ariyankuppam estuary and tidal creeks, NDZ is 50 m or creek width, whichever is less.

Question 5

Who gives CRZ clearance in Puducherry?

Accepted Answer

PCZMA recommends clearance through the Parivesh portal. Regional Planning Authorities have delegated powers for CRZ-II commercial buildings up to 2000 sq m and ordinary CRZ-III buildings between 200-500 m from HTL. CRZ-I and CRZ-IV proposals go to MoEFCC at the Centre.

Question 6

Why is the Puducherry beach disappearing?

Accepted Answer

The 1986 Puducherry harbour breakwaters cut natural sand drift, and within four years the Promenade lost 200 m of sandy beach. The 6 km Puducherry seawall harbour erosion structure pushed the problem northward into Tamil Nadu. NCCR's 2018 report rated 57% of Puducherry's coast as eroding. Before purchasing any plot in the Auroville-Puducherry coastal belt, use 1acre's Premium map layer (https://1acre.in/subscribe) to overlay the CRZ boundary and confirm whether the parcel sits inside the active erosion zone north of the harbour.

Question 7

Are mangroves and sand dunes mapped in the Puducherry CZMP 2019?

Accepted Answer

Partially. NCSCM mapped 82.64 acres of mangroves and 45.78 acres of sand dunes for Puducherry and Karaikal districts. Environmentalists at CPRM identified an additional 228 acres of mangroves and 355.19 acres of sand dunes missing as ESA (Ecologically Sensitive Area) areas ESA in the draft.

Question 8

Can NRIs or non-residents buy plots in Puducherry CRZ areas?

Accepted Answer

Yes for non-agricultural land, subject to FEMA rules for NRIs and Puducherry land transfer rules. Agricultural land purchase by NRIs faces standard RBI restrictions. CRZ classification does not bar ownership but freezes development inside NDZ regardless of buyer category.
