Question 1

What happens if I don't submit Form 2 during the Bihar Special Land Survey?

Accepted Answer

The owner's name may not appear in the newly prepared Khatiyan once the survey finalises. This can create real disputes later during a sale, mortgage, or inheritance, even if the current Jamabandi looks entirely clean today.

Question 2

Is East Champaran district part of Phase 1 or Phase 2 of the survey?

Accepted Answer

East Champaran, along with Muzaffarpur, Vaishali, Saran, and Gopalganj, falls under Phase 2, which is still ongoing, with the deadline extended from July 2025 to July 2026.

Question 3

What is the difference between Khata, Khesra, and Jamabandi in Bihar?

Accepted Answer

Khata is a consolidated statement of all land a family owns. Khesra is the individual plot number within that Khata. Jamabandi is the actual Record of Rights showing the owner, area, and rent for the land.

Question 4

Where can I check my land dispute or mutation case status in Bihar?

Accepted Answer

Bihar Bhumi's Revenue Court Management System lets you check pending revenue court cases, and the Bihar Land Tribunal handles appeals specifically related to mutation and land record disputes.

Question 5

Is the Sahebganj-Areraj-Bettiah highway already built or still under construction?

Accepted Answer

Still early. The Cabinet approved this specific 78.94-kilometre NH-139W section in September 2025, so construction and land acquisition were only getting underway around that time.

Question 6

What is Vanshavali and why does the survey need it?

Accepted Answer

Vanshavali is a family lineage declaration filed as Form 3(1). The Special Survey uses it to confirm inherited ownership claims, which matters most for older family land without a recent, clearly documented sale.

Question 7

How do I get a certified land map without visiting the Bihar revenue office?

Accepted Answer

Bhu Naksha, accessible through Bihar Bhumi, provides a digital plot boundary map that can be viewed and downloaded online, though a fully certified copy for legal purposes may still require a formal request through the revenue office.

Question 8

Which districts does the new NH-139W actually connect?

Accepted Answer

It links Patna to Bettiah, passing through Vaishali, Saran, Siwan, Gopalganj, Muzaffarpur, East Champaran, and West Champaran, extending toward the India-Nepal border.
