The 4-lane access-controlled corridor was approved by the Cabinet in March 2025 on Hybrid Annuity Mode at a project cost of Rs 3,712.40 crore. It runs from Sadisopur in Patna district to Suara in Rohtas district, bypassing Arrah, Garhani, Piro, Bikramganj and Sasaram. Foundation stone was laid at Karakat on 30 May 2025. NH-119A is a 4-lane access-controlled corridor. Access controlled means what the words say: no side-road exits, no field access, no village entry along the trunk. Interchanges are the only entry and exit points. That single rule reshapes the value of every parcel the alignment touches.
The route is mostly greenfield, with only 10.6 km of upgradation on existing highway sections. Greenfield means new land taken from private raiyats through the Land Acquisition Act, 2013. NHAI has already sanctioned Rs 149.76 crore for compensation in Patna district alone, covering 176.16 acres across 21 mauzas under the Naubatpur and Bihta circles. Bhojpur district's stretch runs through 54 revenue villages.

The trap is the corridor itself. Access-controlled means no driveway or shop opens directly onto the expressway. Interchange plots command the price. Non-interchange plots do not. Sellers along the alignment routinely quote interchange rates for parcels 8-12 km from any exit. Ask for the notified 3A and 3D notifications, cross-check the mauza name and khesra numbers, and match against the Bihar Bhumi portal. Under active land acquisition, any private sale post-3D notification is voidable, and NHAI compensation goes to the raiyat named on the Jamabandi at the notification date.
Bihar's revenue system uses mauza (revenue village), khesra (survey plot) and rakba (extent). Confirm all three fields match on the Jamabandi and the sale deed. Cross-check the raiyat's Aadhaar and PAN, since NHAI compensation moves through the account named on the notification. Buyers who advance money without the 3A/3D check often find themselves paying twice: once to the seller, once to a lawyer chasing a compensation trail. Insist on a Circle Officer-verified Jamabandi from the special land acquisition camps operating in Naubatpur and Bihta.
The corridor cuts across three districts: Patna, Bhojpur and Rohtas. Each stretch has its own micro-market logic. Patna-side land is priced on Ring Road and Bihta Airport proximity. Bhojpur-side land is priced on Arrah bypass distance. Rohtas-side land is priced on Sasaram junction and Varanasi-Kolkata Expressway connectivity.
The corridor also connects two airports, four major railway stations and the Patna Inland Water Terminal, and links onward to NH-19, NH-319, NH-922, NH-131G and NH-120. Regional connectivity between Lucknow, Patna, Ranchi and Varanasi tightens once the corridor opens.
Since Cabinet approval in March 2025, land valuation revisions under Section 26(3) of the Land Acquisition Act, 2013 have set current market rates for compensation. The Bihar Stamp (Amendment) Rules, 2013 also authorise special revision of the minimum value registered (MVR) for corridor-adjacent parcels, which quietly pushes registration prices up along the alignment.

The most misread market is Naubatpur and Bihta in Patna district. Rs 149.76 crore of NHAI compensation is already in the pipeline for 176.16 acres across 21 mauzas here, and the Circle Office is updating Jamabandis in mission mode.
A private sale in these mauzas today is a race against a 3D notification. If the parcel enters the 3D list before your sale deed is registered, the transaction is voidable, and the compensation flows to the raiyat of record on the notification date. On the Rohtas side, cross-check whether the parcel also falls under Varanasi-Kolkata Expressway acquisition; some Sasaram stretches sit on the overlap.
