Question 1

Is it safe to buy Agra Gwalior Expressway land near the notified corridor?

Accepted Answer

No. Section 3A notices under the National Highways Act, 1956 are active across 65 villages in Agra (UP), Dholpur (Rajasthan), and Morena (MP). Any sale deed executed after notice service on a notified khasra number is voidable. Before purchasing, verify your survey number against the current NHAI Section 3A gazette notification, and use 1acre's Premium map layer (https://1acre.in/subscribe) to overlay the notified 60-metre corridor on your plot.

Question 2

How long is the Agra-Gwalior Expressway and which districts does it pass through?

Accepted Answer

The expressway is 88.4 km long. It passes through Agra district in UP (20.2 km), Dholpur in Rajasthan (27 km), and Morena and Gwalior in MP, with Morena holding the largest stretch at roughly 41 km of the alignment.

Question 3

What is the total cost of the Agra-Gwalior Expressway?

Accepted Answer

The Total Capital Cost of the Agra-Gwalior Greenfield Expressway is Rs 4,613 crore (including land acquisition costs), as per the concession agreement signed between NHAI and GR Infraprojects Ltd on 30 April 2025. Earlier estimates of Rs 2,497 crore referred to the cancelled 2023 EPC packages. NHAI is also providing a construction support grant of Rs 820 crore linked to project progress.

Question 4

Who is building the Agra-Gwalior Expressway and under what model?

Accepted Answer

GR Infraprojects Ltd was declared NHAI's preferred bidder on 13 March 2025, with the concession agreement signed on 30 April 2025. The project is on DBFOT (Design, Build, Finance, Operate, Transfer) mode under BOT (Toll) with a 20-year concession period and a 30-month construction window from the appointed date.

Question 5

When will the Agra-Gwalior Expressway be completed?

Accepted Answer

The contract specifies 910 days from the appointed date, targeting 2028. The appointed date is set after formal contract signing, not from the preferred bidder declaration. Track NHAI's commencement notification for the confirmed start point.

Question 6

Is the Agra-Gwalior Expressway part of Bharatmala Pariyojana?

Accepted Answer

Yes. The expressway is under Bharatmala Pariyojana Phase 2, with the DPR prepared by LEA Associates South Asia Pvt. Ltd. NHAI, under the Ministry of Road Transport and Highways (MoRTH), is the executing authority. The full DPR is not publicly available on NHAI's portal.

Question 7

Which major highways will the Agra-Gwalior Expressway connect with?

Accepted Answer

At the Agra end, it connects to the Agra-Lucknow Expressway. Inside Morena, a planned interchange ties it to the proposed 408.77-km Chambal Expressway, creating a two-corridor node when both projects are operational. The contract also requires NHAI to overlay and strengthen the existing NH-44 Agra-Gwalior section, meaning logistics improvements on NH-44 will benefit Morena landowners before the greenfield expressway opens.

Question 8

Why were the original Agra-Gwalior Expressway tenders cancelled in 2024?

Accepted Answer

NHAI invited three EPC packages in December 2023 and cancelled all three in January 2024, then restructured on DBFOT mode. This 15-month gap means any alignment map dated before March 2025 may not reflect the final contracted route.
