This is a three-package highway built on the Hybrid Annuity Model at a cost near Rs 2,857 crore, with GR Infra on the western Package 1 and IRCON on the Package 3 that carries the Kharar spur. For a land buyer, two things decide your risk: whether the land holds a valid CLU, and how close the plot sits to Chandigarh.

Make the seller prove access and location, in that order. An access-controlled highway has no entry except at designated interchanges, so a plot that touches the fence far from a junction gains a view, not a gate. On the Kharar spur the location risk is sharper, because land within 16 km of the Chandigarh boundary cannot have an illegal colony regularised, which can leave a cheap plot permanently unbuildable. There is a second trap unique to this road. NHAI rerouted segments near the ecologically sensitive Mattewara Forest, so a plot sold against an old alignment map may not touch the final corridor at all. The 2024 PAPRA amendment waives the NOC for plots up to 500 square yards bought before 31 July 2024, yet it does not legalise the colony underneath, and it does not help larger parcels. And here is what no government portal will tell you: farmers on this corridor reclaimed acquired land more than once, at one point cutting NHAI's Package 1 possession from nearly 30 km down to roughly 6 km before it was revived in December 2024. A notified award is not the same as settled possession, and a survey number that looks clean on paper can still sit next to a contested stretch.

Manewal is the steadier bet, because an NE-5 interchange plus the Ring Road turns land into a junction rather than plain frontage, and the industrial demand around Ludhiana is real rather than promised. The Rupnagar end near Bheora carries genuine long-term upside through its Ropar and Chandigarh proximity, but it prices in a future that arrives only when all three packages open. Treat the middle stretch through Fatehgarh Sahib as farmland with a story until the CLU and the final alignment agree with each other. If a broker cannot lay your survey number over the current NHAI drawing, that plot is a rumour, not an investment.
