Package I and II tenders were bid out in 2024-25 under Hybrid Annuity Mode at a total project cost of Rs 4,733.58 crore. Regulatory Red Flags on Any Sirhind-Sehna Expressway Land Purchase

NHAI runs the Sirhind-Sehna corridor as a greenfield, access-controlled 4-lane highway. Greenfield means new land taken from private jamin-malkans through the National Highways Act, 1956. Access-controlled means no side entry, no field driveway, no shop opening onto the corridor. Interchanges are the only entry and exit points.

Land acquisition started in December 2020. Section 3D notifications under the National Highways Act, 1956 were issued in 2022-23 across all four packages of the wider Mohali-Barnala corridor. NHAI told the Supreme Court in late 2024 that land acquisition for the entire Mohali-Sirhind-Sehna stretch is complete. That closes the door on private sales inside the notified corridor. Any post-3D sale is voidable, and compensation flows to the owner on the 3D notification date.

The trap is the corridor itself. Interchange plots command the price. Non-interchange plots do not. Sellers along the alignment often quote interchange rates for parcels well outside walking distance of any access point. Ask for the specific 3A and 3D notification numbers for the killa. Cross-check the khasra and killa number against Punjab's Jamabandi portal, jamabandi.punjab.gov.in. If the parcel appears on the 3D list, the sale is not registrable.

NHAI compensation flows to the jamin-malkan named on the notification, and disputes then travel through the Special Land Acquisition Officer's office. Punjab revenue vocabulary matters: fard is ownership, jamabandi is the settlement, intkal is mutation, killa is a sub-division of the murabba grid.

Special Land Acquisition Officer offices for the Sirhind-Sehna corridor sit in each district collector's office. Every district on the alignment has its own published award list. Do not settle for a photocopy: request a fresh certified fard from the tehsildar named on the killa's current jamabandi cycle.

The corridor's economic weight sits at three points: the Sirhind junction with the Delhi-Amritsar NH-44, the interchange near Malerkotla with the Delhi-Amritsar-Katra Expressway (NE-5), and the Sehna terminus on the Ludhiana-Bathinda Highway. Ludhiana is 46 km from Sehna and functions as the industrial anchor for buyers on the western end.

The full Mohali-Barnala Inter-Corridor Route is 135 km across four packages: Mohali to Sirhind (27.37 km), Sirhind to Malerkotla (51.83 km, Package I of Sirhind-Sehna), Malerkotla to Sangrur (33.3 km), and Sangrur to Barnala (21.79 km, Package II of Sirhind-Sehna). Once complete, the corridor links Chandigarh with the Amritsar-Jamnagar Economic Corridor and the Delhi-Amritsar-Katra Expressway.

Punjab's revenue system uses the murabba-killa grid. A murabba is 25 killas, and each killa is a standard measure. Match the killa number on the fard exactly to the 3A/3D list. A one-digit typo can move a plot from "outside alignment" to "under acquisition".

The most misread market is the Malerkotla interchange belt at chainage 79+200. Interchange plots here command premium prices, but many parcels sold as "interchange land" sit 8-12 km away from the actual access point. Ask for the exact chainage of the interchange and match it to the killa number on the 3A notification. The Sehna terminus is the second trap.

The Ludhiana-Bathinda Expressway (NH-754 AD) also acquired land in this belt from 2020, and a single killa may appear on both projects' 3D lists. On the eastern end at Fatehgarh Sahib, NHAI has moved the Supreme Court for permission to build a bridge over the SYL canal at Pawala village; parcels near that alignment carry canal reservation overlays. A Sirhind-Sehna Expressway land purchase without a fresh fard, a clear 3D notification check and a Punjab jamabandi verification is guesswork.
