The Ajmer masterplan land zone is governed by the Master Development Plan 2033 (Ajmer Region), approved by the Ajmer Development Authority (ADA) in January 2021 and covering Ajmer, Kishangarh, Pushkar, and 118 revenue villages across the region. The plan sets out zone-wise permitted uses, residential, commercial, industrial, public/semi-public, green, and agricultural, that determine what can legally be built on any plot. Unapproved colonies and Section 90A: the land zone trap that catches Ajmer buyers

The single most common source of loss in Ajmer's land market is buying a plot in a colony that was carved out of agricultural land without Section 90A conversion under the Rajasthan Land Revenue Act. In Rajasthan, all land starts as agricultural by default. For a residential or commercial colony to be legally established, the owner or developer must obtain a 90A conversion certificate, the document that changes the land's legal status in revenue records and makes a registry possible. The Rajasthan government has tightened enforcement: society-patta plots without 90A approval are now being rejected at Sub-Registrar offices across the ADA region, including Kishangarh and Pushkar. Sellers in Ajmer's outer ring frequently present "approved layout" documents that are collector-approved drawings, not Section 90A certificates, these are not the same thing. Before you pay any token amount, ask specifically for the 90A conversion certificate and verify the survey number against the ADA master plan zone map. If the seller cannot produce it or deflects to a "patta" document alone, that is your answer.

Not every zone in the ADA region offers the same upside. Buyers who understand which areas the masterplan designates for expansion, and which corridors major infrastructure projects already run through, are better positioned to make decisions based on evidence rather than broker projections. The Kishangarh–Makhupura belt is the corridor with the clearest official backing: ADA has physically allotted scheme land in Makhupura and the DMIC Investment Region designation for Ajmer–Kishangarh is a notified government position. Pushkar land, by contrast, regularly attracts buyers who underestimate its conservation constraints. Agricultural land within Pushkar's tourism zone cannot be converted to full commercial use without specific approvals, and several such parcels have been sold at inflated prices on the promise of hotel development that never materialises.
