Question 1

What is the Ambala-Kotputli Corridor and how is it different from the Trans-Haryana Expressway?

Accepted Answer

The Ambala-Kotputli Corridor is a 313 km Bharatmala economic corridor combining four NHAI road projects. It includes the 227 km Trans-Haryana Expressway as its core, plus a 39 km NH-152 stretch, the 14 km Narnaul Bypass, and a 30 km NH-148B stretch to Paniyala Mor. The Trans-Haryana Expressway is one component, not the whole corridor.

Question 2

Which authority issues a DTCP Haryana CLU licence on the corridor?

Accepted Answer

The Director, Department of Town and Country Planning, Haryana issues CLU under the Punjab Scheduled Roads and Controlled Areas Act 1963. Layout development additionally requires a colonizer licence under the HDRUA Act 1975. Both are mandatory for residential plotting in controlled areas. A CLU alone does not authorise a layout without the colonizer licence.

Question 3

How does the Paniyala Barodameo Kotputli interchange connect to the Delhi-Mumbai Expressway?

Accepted Answer

The 86.5 km, 6-lane access-controlled greenfield Paniyala-Barodameo Expressway links the southern end of the Trans-Haryana Expressway at Paniyala (south of Narnaul) to the Delhi-Mumbai Expressway at Barodameo, Alwar, via Mator. Construction was tendered in late 2022. Once operational, it provides direct Northern-states-to-Mumbai connectivity through NH-152D.

Question 4

Can non-residents buy agricultural land along the Rajasthan stretch under Rajasthan Section 90A 90B conversion?

Accepted Answer

Yes. Rajasthan does not impose a domicile restriction on agricultural land purchase. However, residential or commercial use requires Section 90A or 90B conversion under the Rajasthan UDH framework, plus layout sanction from JDA, ADA, the relevant UIT, or the new Khairthal-Tijara and Kotputli-Behror district authorities where applicable.

Question 5

Are HDRUA Act 1975 colonizer licence layouts safer than panchayat plots in Haryana?

Accepted Answer

Yes. A colonizer licence under the Haryana Development and Regulation of Urban Areas Act 1975 requires the developer to pay EDC and IDC, submit an indemnity bond, and follow town-level infrastructure norms. Licensed colonies qualify for bank financing and are demolition-protected. Panchayat plots offer no statutory protection and are demolition-eligible.

Question 6

How will the Bhiwadi airport Kotkasim aerocity affect land values near Kotputli?

Accepted Answer

The proposed cargo aerocity at Kotkasim near Bhiwadi will connect to Hisar Airport via NH-148B and NH-48. Land values in the Kotputli-Behror-Bhiwadi triangle are expected to lift on operational confirmation. Currently, the airport project remains in planning, and speculative pricing in nearby villages has run ahead of notified land-use changes.

Question 7

What is the Saha Growth Centre Ambala HSIIDC catchment role on this corridor?

Accepted Answer

The Saha Growth Centre is an HSIIDC-managed industrial estate near Ambala. The Haryana government has widened the Ambala-Saha Road at a distance of 23 km from NH-152D to ease access. A 2,300-acre expansion is planned. HSIIDC industrial allotments are the lowest-risk entry route in this catchment.

Question 8
