Question 1

Is the Chennai Second Master Plan 2026 still operative for OMR?

Accepted Answer

Yes. The CMDA Second Master Plan 2026 governs all OMR Chennai land buying decisions today. The IT Corridor Zone, the Pallikaranai swamp prohibition, and the MRTS influence area are all defined inside it. A Third Master Plan with horizon 2046 is in preparation but has not been notified.

Question 2

Which OMR localities fall under the IT Corridor Zone?

Accepted Answer

The CMDA approved layout OMR belt covers a 500 m strip on either side of Rajiv Gandhi Salai, from Kottivakkam in the north to Semmancheri in the south, bounded eastward by the Buckingham Canal. That brings in Thiruvanmiyur, Perungudi, Thoraipakkam, Sholinganallur, Navalur, Siruseri and Semmancheri.

Question 3

Can I buy a plot inside the Pallikaranai Ramsar buffer?

Accepted Answer

No new CMDA approval inside the Ramsar buffer zone Chennai authorities have flagged since the 24 September 2025 NGT order is being issued. Even plots within one kilometre of the marsh boundary may be restricted until the Tamil Nadu State Wetland Authority finalises the scientific delineation. As of October 2026 the order is under challenge in the Madras High Court, and the Wetland Authority has proposed a smaller interim zone of about 316 acres; until the court decides, the 1 km restriction applies.

Question 4

How do I verify patta and chitta for an OMR plot?

Accepted Answer

Use the Tamil Nadu eServices portal at eservices.tn.gov.in. Pull the patta, chitta, A-Register and FMB sketch by survey number. For Chennai Corporation pockets, request the TSLR Extract. Also run the poramboke verification, since tank-bed parcels still surface on lower OMR listings.

Question 5

Is Siruseri SIPCOT a safe investment zone?

Accepted Answer

The SIPCOT Cyber City spans 2,000 acres and the Siruseri SIPCOT IT Park covers 868 acres of government-developed land. Plots inside the SIPCOT boundary carry clean allotments. Village layouts outside that boundary follow local panchayat rules and need separate CMDA sanction verification.

Question 6

What are current OMR property rates per sq ft?

Accepted Answer

OMR property rates per sq ft span a wide band. Upper OMR addresses near Tidel Park command the deepest premiums, mid OMR around Sholinganallur sits at mid-segment rates, and lower OMR from Padur to Kelambakkam offers the most affordable fresh inventory. Always reconcile guideline value with market value before negotiation.

Question 7

Are there CRZ restrictions along the OMR-ECR stretch?

Accepted Answer

Yes. Parts of the OMR-ECR fringe and certain Pallikaranai pockets fall inside the Coastal Regulation Zone notification. CRZ enforcement is shared between MoEFCC, Tamil Nadu Pollution Control Board and CMDA. Confirm CRZ category before applying for any building permission near the eastern feeder roads.

Question 8

Where can I see the CMDA Ramsar site and influence area map?

Accepted Answer

As of October 2026 there is no notified CMDA map of the Pallikaranai Ramsar site and its zone of influence. The NGT asked CMDA, the Tamil Nadu State Wetlands Authority and the Water Resources Department to prepare it jointly, and the final boundary is still being ground-truthed. The Ramsar Sites Information Service record (site 2481) shows the designated site; until the joint map is out, use a 1 km band from the marsh edge.

Question 9

Can CMDA approve a layout in the Ramsar zone of influence?

Accepted Answer

Not at present. The NGT's order of 24 September 2025 bars approvals and permissions inside the Pallikaranai Ramsar site and its 1 km zone of influence until a scientific study defines that zone. CREDAI Chennai has challenged the order in the Madras High Court, and the State Wetlands Authority has proposed a smaller interim zone. Until the court rules, expect no new layout or building approval within 1 km.

Question 10

What is the zone of influence of a Ramsar site?

Accepted Answer

It is the area around a wetland where activity can affect the wetland, such as drainage, filling or building that changes water flow. For Pallikaranai, the NGT has treated 1 km from the marsh as the interim zone of influence until a scientific study fixes it. The State Wetlands Authority's October 2026 proposal would narrow it to specific survey numbers covering about 316 acres.

Question 11

How do I check if a property comes in the Ramsar zone?

Accepted Answer

Take the survey number from the patta and chitta on the Tamil Nadu eServices portal, locate it on the FMB sketch and a survey number map, and measure its distance from the marsh boundary. Within 1 km, the NGT freeze applies. Then check the Second Master Plan land use and ask CMDA in writing whether the survey number falls under its approval freeze.

Question 12

Which Ramsar site is in Chennai?

Accepted Answer

Pallikaranai Marsh Reserve Forest is the Ramsar site within Chennai city. It was designated on 8 April 2022 as Ramsar site no. 2481 and covers 1,247.5 hectares about 20 km south of the city centre, beside the middle stretch of OMR. Its final boundary and its zone of influence are still being fixed, so check any plot near Perungudi, Pallikaranai, Perumbakkam or Thoraipakkam carefully.
