Question 1

Is ECR Chennai land buying still active given CRZ restrictions on new layouts?

Accepted Answer

Yes. Transactions continue on pre-1991 East Coast Road TNRDC concession layouts and through sub-divisions above 2 grounds. The CRZ Notification 1991 stopped fresh DTCP approvals on ECR. Limited supply has sustained 15 percent annual appreciation in many pockets, with beachfront plots commanding the highest premium.

Question 2

What is a valid CMDA approved plot ECR and how do I verify it?

Accepted Answer

A valid CMDA approved plot ECR carries a CMDA layout sanction number from before 1991 or a CMDA-approved sub-division order. Verification is done on the CMDA portal and through an EC. A DTCP approved layout Chennai claim on the ECR stretch after 1991 is unreliable without a CMDA cross-check.

Question 3

What is the difference between CRZ-II and CRZ-III on the ECR stretch?

Accepted Answer

CRZ-II covers urbanised coastal areas including Kottivakkam, Palavakkam and Neelankarai post the 2008 amendment, with regulated redevelopment permitted. CRZ-III covers rural stretches with strict no-development zones inland from the high tide line. CRZ-III plots inside the NDZ cannot be built upon.

Question 4

What is the FSI permitted on ECR plots?

Accepted Answer

The FSI permitted on ECR plots inside CRZ-III is capped at 0.8. CRZ-II urban pockets follow CMDA development control rules. Building plan sanction is not granted in CRZ-I and in the NDZ stretches of CRZ-III. Verify FSI and CRZ category together before purchase.

Question 5

Are Injambakkam and Uthandi plots inside an aquifer recharge zone restriction?

Accepted Answer

Yes. Government of Tamil Nadu has notified parts of Injambakkam, Uthandi and Neelankarai as aquifer recharge areas. Construction within these areas faces additional limits on basements and large excavations. Aquifer-zone status must be verified separately from CMDA approval and CRZ classification.

Question 6

Who is the Tamil Nadu Coastal Zone Management Authority and when is its NOC needed?

Accepted Answer

The Tamil Nadu Coastal Zone Management Authority (TNCZMA) reviews CRZ clearance applications for projects on ECR. TNCZMA NOC is mandatory for any new construction in CRZ-II urban or CRZ-III non-NDZ stretches. Layout sanction without TNCZMA clearance is functionally incomplete and a demolition risk.

Question 7

Can I sub-divide an ECR plot below 2 grounds?

Accepted Answer

No. Sub-division of plots into sizes below 2 grounds is not permitted under Tamil Nadu approval rules on ECR. Pre-1991 layouts that originally created 1-ground plots, such as Uthandi VGP, remain saleable. Any post-1991 advertised sub-division below 2 grounds is unapproved.

Question 8

How has the Akkarai to Mamallapuram four-laning affected ECR property?

Accepted Answer

The four-laning with a median improved safety and reduced accidents along the Akkarai-Mamallapuram stretch. Combined with the renaming as Muthamizh Arignar Kalaignar Karunanidhi Salai, the upgrade has supported demand in the Neelankarai Injambakkam Uthandi plot belt and around the Mahabalipuram Poonjeri junction.
