JNPT Spur (Delhi-Mumbai Expressway)

Overview

JNPT Spur Delhi Mumbai Expressway is the 92 km, 8-lane greenfield corridor connecting Virar to Jawaharlal Nehru Port, skirting around Mumbai through Raigad district. JNPT Spur is a live on 1acre marking this masterplan corridor. The spur is built in five packages, 14 through 18, and its final link, Package 18, has changed alignment more than once, most recently reviving as the separate Morbe-Karanjade Expressway. This page covers that alignment uncertainty and the land compensation disputes that have defined this exact corridor for decades.

Package 18's Shifting Alignment and Raigad's Compensation History

The JNPT Spur's connecting piece to the Mumbai-Pune Expressway has been anything but stable. Package 18 was originally part of the five-package JNPT Spur plan, then its alignment was merged into MSRDC's Virar-Alibaug Multi Modal Corridor, effectively shelving the dedicated NHAI link. NHAI has now revived it under a new name, the Morbe-Karanjade Expressway, a 9.464 km, 8-lane greenfield stretch described explicitly as a completely different alignment from the earlier Package 18 route.

Original Package 18 alignment

First JNPT Spur connector plan to Mumbai-Pune Expressway

Superseded; do not rely on old maps showing this route

Merger with Virar-Alibaug Multi Modal Corridor

Package 18 folded into MSRDC's separate project

Land near the old alignment may no longer see the connector at all

Morbe-Karanjade Expressway (2026 revival)

New, independent 9.464 km NHAI alignment

Confirm current alignment before assuming proximity benefit

Raigad district, through which the spur runs, has one of India's longest-running land acquisition compensation histories, dating back to the original New Bombay project. In one case, land at village Bokadvira in Uran taluka was acquired under a Section 4 notification issued in 1986, with the compensation dispute still being litigated and enhanced by the Bombay High Court decades later, eventually settling at Rs 1,725 per square metre after the state's appeals were dismissed. In another matter, CIDCO's own property, computers, chairs, tables, was ordered attached by an Alibag court in 2022 after CIDCO failed to pay a court-revised compensation rate for land acquired from a farmer back in 1986. A separate matter alleges a Rs 50,000 crore land reallocation dispute involving forest land reclassification and CIDCO's 12.5% developed-plot compensation scheme. The lesson across all three: land acquisition compensation in this corridor is frequently contested for decades, and even a court order does not guarantee timely payment.

Where Growth Interest Concentrates Along the Spur

The JNPT Spur runs through territory shaped by three overlapping mega-projects: Navi Mumbai International Airport, JNPT port expansion, and the newly proposed "Third Mumbai" KSC New Town.

Where Growth Interest Concentrates Along the Spur

**Zone / Project**

**Growth Driver**

**Known Risk**

Morbe-Karanjade corridor

New 8-lane Package 18 replacement linking DME to Mumbai-Pune Expressway

Alignment finalised only recently; land acquisition and tendering still pending

Uran, Panvel, Pen (KSC New Town / "Third Mumbai")

323 sq km planned economic hub linked to Atal Setu, Navi Mumbai Airport and JNPA

Farmers from 124 villages have rejected the land-pooling model, citing past CIDCO/JNPT experience

Matheran Eco-Sensitive Zone stretch (Package 17)

Tunnel-based alignment through ecologically sensitive terrain

Construction and land use constrained by environmental clearance conditions

JNPA Pagote-Chowk highway

New Rs 4,500 crore 6-lane link decongesting JNPT-Golden Quadrilateral traffic

Early-stage BOT project; connectivity benefit not yet realised

The most important pattern for any buyer here is that Raigad farmers are actively resisting a repeat of history. The proposed KSC New Town spans the same 124 villages across Uran, Panvel and Pen where CIDCO, JNPT and Navi Mumbai Airport acquisitions have played out for decades, and farmers cite their experience with those exact projects as the reason for rejecting the new land-pooling model. Before treating any Raigad plot near the JNPT Spur as a straightforward infrastructure play, check whether it sits inside any of these overlapping acquisition zones, and separately confirm the current, not historical, alignment of the Package 18/Morbe-Karanjade connector.
