Every land buyer in Pimpri Chinchwad needs to run a masterplan zone check before signing any agreement. the Pune Metropolitan Region Development Authority (PMRDA) published a draft development plan covering roughly 7,600 square kilometers across Pune district for 2021-2041. the Pimpri Chinchwad Municipal Corporation (PCMC) has its own revised plan under the Maharashtra Regional and Town Planning (MRTP) Act 1966, governing approximately 181 square kilometers of municipal limits plus 84.51 square kilometers of extended villages merged in 1997. Knowing which zone your survey number falls under determines what you can build, when, and at what cost.

Three Planning Authorities Create Confusion for Buyers

Pimpri Chinchwad splits jurisdiction between PCMC, the Pimpri Chinchwad New Town Development Authority (PCNTDA) for new town development areas, and the Maharashtra Industrial Development Corporation (MIDC) controlling industrial zones under Section 40 powers. Most buyers never figure out which agency actually controls their plot until building plan rejection.

The biggest trap involves fake NA conversion certificates. Brokers hand over forged stamps on agricultural 7/12 extracts, and buyers discover the fraud only when applying for construction permission. In 2025, PCMC closed the public objection window on its revised draft Development Plan for 2041, receiving nearly 50,000 objections. As of early 2026, no hearing committee has been constituted to address them. The plan has not been sanctioned; the previous Development Plan (partially approved 2008–09) remains operative. The High Capacity Mass Transit Route proposal sparked protests in Rahatni and Tathawade because the alignment cut through existing homes. A 2021 Bombay High Court ruling froze construction in parts of Hinjawadi Phase 2 where MIDC layouts conflicted with the ring road shown in PMRDA regional plans. If your broker shows you a masterplan map, verify it matches the final sanctioned version, not a draft that changed three revisions ago.

Last year, the National Green Tribunal fined a Pune builder Rs 1.7 crore for starting construction without environmental clearance. That penalty applies in PCMC too. Projects crossing size thresholds need EC approval regardless of whether PCMC sanctioned your building plan.

Ring Roads and Metro Lines Reshaping Land Prices

MSRDC started physical work on the 173-kilometer Pune Ring Road in December 2024. The outer loop connects every major highway around both Pune and Pimpri Chinchwad, passing through 44 villages across Khed, Haveli, Mulshi, and Maval talukas. Completion target is late 2027, with MSRDC targeting a 30-month construction timeline from the December 2024 start. PMRDA runs a parallel 83-kilometer inner ring, with two pilot stretches already under construction: one from Lohegaon to Charholi, another from Solu to Nirgudi. Metro operations started on the 16.59-kilometer Purple Line running PCMC Bhavan to Swargate. The Nigdi extension got central approval in October 2023. MahaMetro currently prepares a detailed project report for a 42-kilometer route covering Nigdi, Mukai Chowk, Wakad, Nashik Phata, and Chakan.

Wakad and Ravet saw rapid NA plot sales between 2020 and 2023. Buyers who closed deals then got hit with TP scheme notifications requiring them to surrender land for roads and public amenities. When PMRDA town planning schemes kick in near the inner ring, your plot shrinks and your FAR calculation changes midstream.
