Question 1

Is Ulwe a good land investment after the MTHL inauguration?

Accepted Answer

Yes, with conditions. Ulwe plots within CIDCO's sector framework (Sectors 17–27) have sanctioned zoning and transferable titles. Plots on the periphery marketed as "Ulwe-touch" but sitting outside CIDCO sectors require full title verification before any commitment. Appreciation of 60–70% on land rates has already occurred since 2021.

Question 2

What is the NAINA betterment charge and does it still apply?

Accepted Answer

The NAINA betterment charge was cut from 50% to 0.05% in 2024 a 99.9% reduction. This removes the historic financial barrier that froze NAINA land development for over a decade. It applies to land pooling participants surrendering over 10 hectares; individual plot buyers are not directly assessed this charge but benefit from faster area development.

Question 3

Which TPS schemes in NAINA can I safely transact in?

Accepted Answer

Only TPS 1 and TPS 2 have received final government approval with property cards ready for distribution. TPS 3–7 carry preliminary approval only. TPS 8–12 are under arbitration. Buying in TPS 8–12 parcels means taking planning revision risk with no confirmed delivery timeline.

Question 4

Can I buy agricultural land near the Chirle MTHL interchange?

Accepted Answer

Agricultural land near Chirle sits under Maharashtra's land conversion rules. Any agricultural parcel being marketed for residential or commercial use requires a CLU (Change of Land Use) order before construction is legally permitted. Verify the CLU order number against state records the MTHL corridor has documented cases of CLU documents being falsely claimed without gazette notification.

Question 5

What documents should I check before buying a Dronagiri plot?

Accepted Answer

At minimum: the 7/12 extract from the Maharashtra Land Records portal confirming ownership and encumbrance status, the CIDCO zone classification letter confirming the parcel's node and sector, and confirmation that no demolition notice has been issued by CIDCO's Controller of Unauthorized Constructions department for that survey number.

Question 6

Is Dronagiri land buying viable for individual investors in 2025?

Accepted Answer

Viable, but complex. Dronagiri benefits from MTHL proximity and the Coastal Road network, but the node has limited CIDCO-issued plot inventory. Private land parcels require independent title chain verification going back at least 30 years. Entry costs are lower than Ulwe around Rs 32 lakh for a 1,000 sq ft plot but legal due diligence costs are proportionally higher.

Question 7

How does the KSC New Town notification change land buying near MTHL?

Accepted Answer

The Karnala-Sai-Chirner New Town, notified in October 2024 across 323.44 sq km and 124 villages, designates MMRDA as the New Town Development Authority. Master plan preparation is ongoing. Until MMRDA publishes a final land use map, no parcel in these 124 villages has a confirmed zone classification. Buyers pricing land there on future plans alone are taking unquantified planning risk.
