Question 1

What is the Uttan Virar Sea Link land investment case in plain terms?

Accepted Answer

The MMRDA-approved 55.12 km UVSL corridor directly connects Uttan, Vasai, and Virar to the Delhi-Mumbai Expressway. Connector approach areas carry active land acquisition risk — 208.6 hectares of private land is being acquired. Before any transaction, verify a plot's position against the notified alignment and mangrove boundaries on the 1acre Premium map layer (https://1acre.in/subscribe) and the MCZMA notified maps.

Question 2

How much private land is being acquired for the Uttan Virar Sea Link connectors?

Accepted Answer

MMRDA is acquiring approximately 208.6 hectares of private land for the three road connectors. The Rs 2,619 crore earmarked in the Government Resolution dated 25 November 2025 covers this acquisition cost.

Question 3

Do CRZ and mangrove rules affect plots near the Uttan and Virar connector routes?

Accepted Answer

Yes. The project affects 15.39 hectares of mangrove forest and 2.5 hectares of Tungareshwar Wildlife Sanctuary reserved forest. Any plot within notified mangrove boundaries cannot be legally built upon under Maharashtra law.

Question 4

Will the Uttan Virar Sea Link connect to the Delhi-Mumbai Expressway?

Accepted Answer

Yes. The 18.95 km Virar connector terminates at an interchange directly on the Delhi-Mumbai Expressway near Virar, allowing long-distance traffic from Delhi and Gujarat to enter the coastal corridor without using the Western Express Highway.

Question 5

What is the Uttan Virar Sea Link completion timeline?

Accepted Answer

The November 2025 GR specifies a 60-month construction period from the start of works. As of April 2026, works have not started — MoEFCC clearance is still pending and JICA (or alternative lender) financial close has not been notified. An earlier MMRDA target of 2029 assumes both approvals close in early 2026; any delay pushes the target back proportionally.

Question 6

Who is funding the Uttan Virar Sea Link and what is the funding split?

Accepted Answer

MMRDA has been authorised to raise up to ₹44,332 crore (approximately 75%) from bilateral or multilateral lending institutions, with JICA commonly cited as the lead candidate. The Maharashtra government contributes ₹11,116.27 crore as an interest-free subordinate loan, and MMRDA contributes ₹3,306.44 crore from its own resources — approximately 25% combined.

Question 7

Is there a Phase 2 of the UVSL beyond Virar toward Palghar?

Accepted Answer

Yes. Phase 2, covering Virar to Palghar, was separated from Phase 1 in February 2024 and is currently in feasibility study only. No acquisition or timeline has been notified for Phase 2.
